It depends on what country you are in. Could you please provide this information?

If this is really an emergency, call 911. If they don't listen, you could do one of several things:

1. Get a psychotherapist to write a letter on your behalf declaring you 'sound of mind' or get a psycotherapist to advocate on your behalf.

2. You could visit a local politician, the Capitol, etc. You can call and make an appointment. If in doubt, and in the United States, you can call 411 (Information) and ask for the Mayor's Office. Tell them you are trying to report an emergency and not getting a response. Be calm, and rational. You can also ask for an appointment with a city staffer.

3. Some cities have a Department of Homeland Security and Natural Diasters. You could attempt to contact them.

If you can give me your city, state and country via e-mail or here: smkatz@gmail.com, I will be more than happy to assist you farther.

Try standing on the corner with a sign that says "The End is Near". It helps if you have crazy spiked hair and say things like "Don't talk to the birds". People seem to notice that.
